Hetmantsev revealed the details of the Defence City bills.


The new 'Defence City' bill was unanimously supported by the Committee and recommended for adoption in the first reading. These bills were developed in collaboration with the Ministry of Defence of Ukraine.
What is known about the Defence City bills
The head of the Committee in the Verkhovna Rada, Vadim Hetmantsev, reported on the Committee's recommendations regarding the following bills:
- bill #13420 - on amendments to the Tax Code of Ukraine and other laws of Ukraine to support enterprises of the defense-industrial complex;
- bill #13421 - on amendments to the Customs Code of Ukraine regarding the support of enterprises of the defense-industrial complex.
According to Hetmantsev, these bills were developed in collaboration with the Ministry of Defence to promote the development of defense enterprises and ensure their effective operation.
'For this reason, we proposed systemic changes that will create a special legal regime for the enterprises of the defense-industrial complex - Defence City', he emphasized.
What the Defence City bills entail
The 'Defence City' bills provide for:
- the creation of a Register of defense industry enterprises (residents of Defence City), which will be managed by the Ministry of Defence;
- information protection: the list, reporting by enterprises, and their data will be restricted and protected according to the law.
Moreover, the bills provide for tax incentives until January 1, 2036, including:
- exemption from profit tax in case of reinvestment,
- exemption from land tax,
- exemption from property tax,
- exemption from environmental tax.
Additionally, the bills maintain tax incentives for defense industry enterprises, such as VAT exemptions, accelerated depreciation, and benefits for relocated enterprises and their employees.
Support tools will also be implemented, such as simplifying customs procedures, simplified export control for military technologies, and other auxiliary measures.
The 'Defence City' bills aim to support the development of defense enterprises and ensure their effective operation. These laws entail a series of measures, including providing tax incentives and simplifying customs and export procedures for defense industry enterprises. The main purpose of the bills is to create conditions for the sustainable development of the industry and to meet the needs of the defense industry.
