Ukraine and Japan Signed a Grant Agreement: What the Funds Will Be Used For.


Ukraine and Japan have signed an agreement on the recovery program. The Deputy Prime Minister for Recovery - Minister for Communities and Territories Development of Ukraine Oleksii Kuleba, together with the head of the Japan International Cooperation Agency (JICA) Office in Ukraine Hideki Matsunaga, signed a Grant Agreement that officially starts the fourth phase of Ukraine's Emergency Recovery Program.
The program is being implemented jointly with JICA and has already undergone three previous phases during which quick responses to the needs of various sectors were conducted, including energy, transport, agriculture, medicine, education, waste management, wastewater management, humanitarian demining, and providing equipment to communal institutions.
With the signing of the Grant Agreement, cooperation continues, and the financing for the fourth phase amounts to 58 million dollars.
'Since the start of the large-scale war, Japan has provided Ukraine with 12 billion dollars in humanitarian and financial aid. At the Ministry of Development, we have implemented joint projects totaling about 700 million dollars. These are three phases of the emergency recovery program and a technical assistance project 'Emergency Recovery and Reconstruction Project'. The new funds within the Emergency Recovery Program will ensure the provision of critical assistance across multiple areas, including humanitarian demining, energy, water supply, and infrastructure restoration. I hope for further strengthening and deepening of our partnership,' - noted Oleksii Kuleba.

The signing of the Grant Agreement between Ukraine and Japan is an important step in the recovery and development of the country that has suffered due to the conflict. The Emergency Recovery Program has already proven its effectiveness during the previous phases, and we hope that the fourth phase will also bring many positive results. Humanitarian demining, energy, water supply, and infrastructure restoration are critically important areas for Ukraine's recovery, and this new funding will help ensure the necessary assistance.
