Vodafone Ukraine, Kyivstar and Lifecell Announce Social Tariffs in 2025: What’s Included in the Packages.


The three leading mobile operators in Ukraine - Vodafone Ukraine, Kyivstar and Lifecell - have introduced new social tariffs to support vulnerable categories of the population.
Kyivstar has launched the LOVE UA tariffs for pensioners and individuals with disabilities. The basic tariff 'LOVE UA Comfort' costs 140 UAH/month and provides 6 GB of internet, unlimited calls within the network and 60 minutes to other networks. The extended tariff 'LOVE UA Comfort Home' for 200 UAH/month also includes home internet and roaming traffic. However, activation of these tariffs requires a personal visit to the office with a passport.
Vodafone Ukraine offers the Turbo tariff for 180 UAH/4 weeks, which includes unlimited internet with speed restrictions after 60 GB, 400 minutes to all networks and free internal network calls. New subscribers transferring numbers from other operators are offered a discounted price for the Joice Start tariff for the first 6 months.
Lifecell has launched a promotional tariff 'Possible' for 100 UAH/month, which offers 60 GB of internet at full speed, after which there is unlimited access at a speed of 1 Mbps, as well as 800 minutes to all networks. Loyal customers have access to the 'Just Life' tariff for 90 UAH/4 weeks with 8 GB of traffic and 300 minutes.
The market is experiencing a division of target audiences, including age restrictions and integration with social programs. The cost of social tariffs has risen due to increased electricity prices, infrastructure recovery, and the implementation of new technologies.
Operators also provide additional digital services, such as extra minutes or traffic, discounts on international calls, and traffic optimization for streaming services.
Ukrainians are expecting the implementation of AI assistants, integration with state registries, and a reduction in prices after the launch of the state compensation program for operators.
